Meet the New UP CIDS Executive Director: Rosalie Arcala Hall, PhD

The Board of Regents has appointed, Rosalie Arcala Hall, Ph.D. as the Executive Director of the Center for Integrative and Development Studies (CIDS), the policy research unit of the University of the Philippines.

Dr. Arcala Hall is Professor of Political Science and Scientist III at the University of the Philippines Visayas (UPV). She previously served as the President of the Philippine Political Science Association Board of Trustees (2019–2021). She both earned her MA in Political Science (1996–1998) and PhD in Public and International Affairs (2002) from Northeastern University, Boston, Massachusetts, USA on a Fulbright-Hayes scholarship.

Dr. Hall participated in research projects on civil-military relations, disaster management, water governance, urban politics, and maritime security with grants from Konrad Adenauer Stiftung-Philippines, The Asia Foundation, The Nippon Foundation, Toyota Foundation, and the Austrian Agency for International Cooperation in Education & Research.

The following were some of the research projects she is/has been involved in:

  • Deep Blue Politics: Maritime Security and the Blue Economy in the West Philippine Sea (Konrad Adenauer Stiftung-Philippines)
  • Urban Governance and Public Services in Southeast Asia (Australian National University, Coral Bell School of Asia Pacific Studies)
  • Where Water Flows: Characterizing Domestic Water and the Institutional Arrangements for Provisioning and Access in Two Visayas Island Settings (Philippine Commission on Higher Education (CHED)-GIA Grant)
  • Complex Emergency: Engagements between Civil Society Groups and the Philippine Military during the 2017 Marawi Crisis (Australian National University Philippines Project)
  • Towards Good Water Governance in the Philippines: A Multi-case Analysis
    (University of the Philippines System Emerging Interdisciplinary Research Grant)

Dr. Hall has also published articles in the Philippine Political Science Journal, Asian Security, Res Militaris, Water Policy, and Contemporary Southeast Asia. Her latest works include Lockdown and Lowdown: The Politics of COVID-19 Pandemic Response in the Philippines (Ateneo de Manila University Press, 2023), which she edited and to which she contributed two chapters. She also co-edited the volumes, Pathways for Irregular Forces in Southeast Asia: Mitigating Violence with Non-State Armed Groups (Routledge, 2022) and Military Operation and Engagement in the Domestic Jurisdiction: Comparative Call-out Laws (Brill Nijhoff, 2022).

Currently, Dr. Hall is a member of the Philippine Commission on Higher Education (CHED) Technical Committee on Political Science. She is also an executive board member of the Asian Political and International Studies Association (APISA) and a Council Member of the Inter-University Seminar on Armed Forces and Society (IUSAFS).
