Mapping Philippine Expertise on Strategic Studies

For developed countries and large powers, strategic studies is often seen as centered on the use of military power for defense and security purposes. For developing countries such as the Philippines, which cannot draw much leverage from military resources, strategic studies may focus on Philippine foreign and security policy, the management of conflict (internal as well as international), and approaches/models of how the country can develop the means to match its long-term development and security goals.
The project seeks to produce a directory and database of Filipino and Philippine-based experts whose work contributes, or may potentially contribute, to strengthening the foundations of strategic studies in the country. The rationale of this component is to deepen the bench of experts who can be engaged by the University or the Philippine government in future policy-oriented activities such as training programs, conferences, research projects, and consultancies. Employing snowball sampling methods, the mapping involves conducting online surveys, then holding in-depth individual interviews with selected respondents whether from the academe, government, and non-government organizations, and from both the public as well as private sector.
The desired outcome is an annotated directory or experts map that may be made available to strategic decision-making units in the public sector so that government can be guided as to whom to consult and tap for analysis. The project holders shall publish information only upon acquiring participants’ informed consent. Another target outcome is the formation or strengthening of the community of strategic studies experts through conducting policy round-tables and promoting research collaboration.
The survey was conducted using the Survey Monkey online platform. The manner of collection was done in two ways. The first is through web link invitation in which a potential respondent clicks a web link provided to him/her to answer the survey. Alternatively, the email invitation lets the possible respondent to answer the survey in his/her email. The collection of responses was done in two phases: the first was from October to December of 2016 and the second phase was from September to December of 2018. For the first phase, the web link invitation was used while on the second phase, the email invitation was applied.[/vc_column_text][/vc_column][/vc_row][vc_row][vc_column][vc_custom_heading text=”Results” font_container=”tag:h2|font_size:20|text_align:left” google_fonts=”font_family:Oswald%3A300%2Cregular%2C700|font_style:400%20regular%3A400%3Anormal” css=”.vc_custom_1553579765633{margin-top: 0px !important;}” el_id=”Results”][vc_column_text]The total number of responses is 106, 72 of which are the complete ones. In the first phase of collection, there are 43 complete responses recorded. The number of invitations sent during the first phase is not indicated since the manner of collection is the web link invitation. Regarding the second phase, 125 invitations were sent and 44 responded. However, only 29 of which were complete responses, making the second phase success rate only 23.2%.
The responses are broken down into (1) institutions, (2) academic credentials, and (3) specializations. The first chart illustrates the representation of the respondents according to their institutional affiliation. As regards the second chart, it illustrates the levels of highest educational attainment of the respondents. For the third one, the names of the respondents who have indicated their areas of expertise were listed under the following categories: (a) traditional security, (b) non-traditional security, (c) foreign relations, (d) Philippine politics, (e) area studies, (f) international law, (g) economics, and (h) strategy management.
