Decolonizing Policymaking and Legal Studies: Two Roundtables

The UP CIDS Decolonial Studies Program will be holding two roundtables on decolonizing policymaking and legal studies on 2 December 2023 via Zoom. Attendance is free and open to the public, but participation requires signing in to a Zoom account and is available on a first-come, first-served basis. Each roundtable requires a separate registration.

Decolonizing Policymaking

From national legislations up to village-level ordinances, policymaking in the Philippines is primarily modeled on the blueprints of Western democratic republics. While the Philippines is already an independent nation-state, its political system is still working within the logics and projects imposed by its colonizers. This roundtable brings two policy experts from the Bangsamoro Autonomous Region of Muslim Mindanao: Atty. Archill Faller-Capistrano, MA (Assistant Professor at the University of the Philippines Cebu); and Atty. Justin Sucgang, LLM (Founder and Director, Center for Legal Education and Advancement Reform). They will share the policymaking challenges and issues faced by the region, which is located within a modified political, legal, and institutional framework of autonomous governance adopted from a mixture of self-determination governance abroad. Decolonizing Legal Studies

This roundtable aims to explore various ways how to decolonize the knowledge production and practice of law in the Philippines that is attuned to Filipino norms, mores, customs, and culture and to sketch specific ways for the ontology of lawmaking and legal studies to address the contemporary societal needs of Filipinos and counter persisting social cancers and issues. Speakers at the roundtable are: Vincent L. Casil (Chief of the Legislative Research Division, Bangsamoro Parliament) and Kebart P. Licayan (Policy Research and Legal Services, Bangsamoro Parliament. The UP CIDS Decolonial Studies Program identifies the various dimensions of coloniality/modernity that continue to impact the Global South, particularly the Philippines, and which hinder their institutions from achieving their liberating potential. The UP Center for Integrative and Development Studies (UP CIDS) is a policy research unit of the University that is mandated to encourage collaborative and rigorous research addressing issues of national significance. Currently, it has 12 research programs.
