Call for Papers: Electoral Dynamics and Local Governance in the Philippines | A Symposium

Abstract Submission Deadline: April 21, 2025
The Program on Social and Political Change is pleased to announce a call for papers for its upcoming symposium and monograph publication for 2025. The Local Government Election Dataset Project, culminating in the launch of a beta platform on November 8, 2024, seeks to provide unprecedented public access to data on local elections and governance in the Philippines. The website will offer a user-friendly platform for citizens, researchers, and policymakers to explore the intricate relationships between electoral outcomes, governance performance, and local development.
To further enrich this endeavor, we invite students, scholars, researchers, and policy analysts to contribute original research papers that utilize the website’s comprehensive Local Government Election Dataset. While the beta platform is still subject for improvement, it offers a wealth of information, enabling in-depth analysis of electoral processes, candidate profiles, and local government performance indicators.
Objectives

- Foster empirical and policy-relevant research leveraging the Local Government Election Dataset.
- Encourage analyses that connect electoral outcomes with key performance indicators in local governance, including fiscal management, public service delivery, and socio-economic progress.
- Deepen our empirical understanding of local political accountability mechanisms and their influence on governance quality and public trust.
- Generate a high-quality monograph that disseminates research findings and serves as a valuable resource for policymakers, local government units (LGUs), civil society organizations, media outlets, and other stakeholders.
Submission Guidelines

- Abstract Submissions are encouraged to be submitted until April 21, 2025. Co-authored research should be submitted with a proper list of names, affiliation and designation.
- Papers should be original, unpublished work and not under consideration elsewhere. Use of AI applications should be declared in the paper.
- Manuscripts should be between 6,000 and 8,000 words in length, excluding abstract, keywords, personal introductions, footnotes and references.
- Submissions must adhere to the CIDS Publications style guide, which will be sent to accepted abstracts.
- All papers will undergo a PSPC’s review process.

Symposium
Selected authors will be invited to present their papers at a symposium to be held in October 2025. The symposium will provide a forum for scholarly exchange and engagement with policymakers, practitioners, and civil society representatives.
Monograph Publication
We encourage all interested scholars and researchers to contribute to this important initiative. Your insights will be invaluable in advancing our understanding of local electoral dynamics and their implications for governance performance in the Philippines.
Accepted and duly reviewed papers will be compiled into a monograph published by the UP Center for Integrative and Development Studies (CIDS). The monograph will be disseminated to relevant stakeholders and contribute to the ongoing discourse on local governance and electoral processes in the Philippines.
