Abstract
This talk outlines the factors why power rates in the Philippines are so high compared with other ASEAN countries and prescribes how reduction can be achieved through competitive power supply procurement process in the context of a restructured electric power industry with a competitive electricity market.

delmundo (1)Prof. Rowaldo R. Del Mundo is an Associate Professor at the Electrical and Electronics Engineering Institute. He is also affiliated with the UP National Engineering Center. In the recent power rate hike cases,he was appointed by the Supreme Court as amicus curiae for his expertise in energy and power systems engineering to provide independent and technical assistance to the Court. Prof. Del Mundo also authored the Philippine Grid Code and the Philippine Distribution Code. These codes were subsequently promulgated by the Energy Regulatory Commission as part of the technical implementing rules and regulations of RA 9136 or the Electric Power Industry Reform Act.
