The “Empowering Local Governance in the Philippines: Policy Studies for the National Capital Region” forum discusses the implications of federalism in the National Capital Region (NCR) and the feasibility of forming a federal administrative region out of it. Topics discussed in the forum include the provision of social services, urban development (i.e., flooding), solid waste management, as well as national concerns.
