UP CIDS Holds Progressive Industrial Policy Colloquium to Advance National Development Agenda
The University of the Philippines Center for Integrative and Development Studies (UP CIDS) through the Program on Political Economy (PEP), in partnership with the UP Strategic Advisory Group (SAG) convened the Progressive Industrial Policy (PIP) Colloquium on 23 June 2026 at Balay Kalinaw, UP Diliman, bringing together leaders from government, industry, academe, and civil society to discuss policy directions for a more inclusive, innovative, and resilient Philippine economy.
The colloquium forms part of UP CIDS’ broader Progressive Industrial Policy Project, which seeks to develop evidence-based policy recommendations for strengthening the country’s industrial base amid persistent challenges in food security, productivity, inequality, climate resilience, and global economic uncertainty. The colloquium follows the two Roundtable Discussions with stakeholders conducted in July and December 2025.
The program opened with welcome remarks by UP CIDS Executive Director Rosalie Arcala Hall, followed by messages from UP Executive Vice President Caesar A. Saloma and Assistant Vice President for Research and Innovation Percival Almoro. Members of the UP Strategic Advisory Group, including Rene E. Ofreneo, Niceto S. Poblador, Jose Tabbada, Jaime Veneracion, Grace J. Alfonso, and Josefina N. Natividad, and CIDS Political Economy Program Convenor Antoinette C. Raquiza, led discussions on industrial policy, agribusiness, manufacturing, and the creative and cultural industries. The event also featured Jose Luis “Nonoy” U. Yulo Jr., President of the Chamber of Commerce of the Philippine Islands, and was attended by distinguished guests, including former UP President Alfredo E. Pascual and former DOST Secretary Fortunato T. de la Peña.

Through expert presentations, reactors’ insights, and an open forum, the colloquium fostered dialogue among key stakeholders and contributed to the formulation of a Progressive Industrial Policy framework that promotes structural transformation, innovation, sustainability, and inclusive economic development for the Philippines.
